I suspect rather that The League, The Begloved, The Covered Hand, etc, need further extrapolation in order to clear this matter up. I'd venture to say the Unseen Hand isn't gnomic activity, but very obviously associated with Gloved Ones -- whose hands, by def, are unseen.
