Organization founded in 1950 by Dr. Peter Von Fondle and Dr. Martin Savage Pickles, colleagues at the University of Pawtucket's Quantum Ethics Department.

The Council was formed to arbitrate disputes between developing countries on disputes over eugenics and to promulgate the doctrine of Quantum Ethics.

Their official organ is called The Phrenologist's Strop.
